CAADPE Position: Oppose
AB 1360, by Assemblyman Kevin McCarty (D-Sacramento), authorizes the Counties of Sacramento and Yolo to offer secured residential treatment pilot programs for individuals suffering from substance use disorders who have been convicted of qualifying drug-motivated felony crimes.
This is the latest in a series of attempts by Assemblyman McCarty to authorize residential SUD treatment in “secured” facilities, although the bill has been amended into a 2-year pilot for only two counties. Despite opposition from CAADPE and other treatment and civil rights organizations, AB 1360 passed the Assembly Public Health Committee, and has been referred to the Assembly Appropriations Committee for a hearing.
