What will California voters spend to make criminals pay?

Opponents of Proposition 36 have changed the subject to the cost of its mandated treatment for repeat drug offenders and projected prison population increases as they struggle to overcome financial and polling deficits....
“We’re in the business of providing treatment for people who have [substance use disorder] and we keep getting dragged into these criminal justice things,” said Robb Layne, who leads California’s Association of Alcohol and Drug Program Executives, a group that has not taken a position on Prop 36.
