Major Legislative Win for Substance Use Disorder (SUD) Providers:  AB 1267 Passes Assembly Floor

SACRAMENTO, CA
 — The California Association of Alcohol and Drug Program Executives (CAADPE) is proud to share that Assembly Bill 1267—authored by Assemblymember Gail Pellerin (D-Santa Cruz) and sponsored by CAADPE—was passed out of the  Assembly on June 2nd, with bipartisan support, offering a new solution to outdated licensing process that has burdened SUD providers for decades.

AB 1267 proposes the creation of a consolidated license and certification for SUD treatment providers operating multiple programs within the same geographic location. By streamlining licensure, the bill would significantly reduce administrative burdens, cut down on duplicative paperwork, and enhance oversight efficiency—allowing providers to spend more time focused on care. 

“Substance use treatment providers are doing life-saving work, and they shouldn’t be held back by outdated red tape,” said Assemblymember Gail Pellerin. “AB 1267 ensures providers can focus more on care and less on paperwork—helping to build a more responsive, efficient behavioral health system for all Californians.” 

Having cleared the Assembly, AB 1267 now heads to the Senate, where the next phase of the legislative process will begin. If passed, the bill will advance to the Governor’s desk for final approval. 

“AB 1267 delivers meaningful regulatory relief that will directly benefit providers and clients,” said Robb Layne, Executive Director of CAADPE. “By eliminating unnecessary layers of bureaucracy, this bill allows people providing treatment to invest more energy into what matters most—helping people recover.”
